CEF is traded on the Toronto Stock Exchange

and on the American Stock Echange
http://finance.google.com/finance?q=AMEX:CEF

And virtually all stock brokers in Canada provide trading access to the Toronto Stock Exchange. You can open an account with any stock broker and buy CEF through your account.

Brokerages don't normally sell shares. They only set up an account for you through which you can buy shares from other people in a Stock Exchange.
