Today is Martin L King day and the US mkts are closed.

How can I check the price action of the stocks in the foreign exchanges today? Can investors use some type of arbitrage to profit from the price differences between exchanges? How can i do that? Please, inform me. I really want to know all i can learn about this.

Both Intel and Apple trade on the NASDAQ exchange. Overseas investors would find an international broker or US broker that accepts foreign investors. You can't trade them on US holidays.
